James was granted asylum in Canada, after leaving the country, Alexandra, and was able to find work in the oil and gas industry. After working for a few months, he lost his job in the industry. When James was unable to find work, he turned to illegal activities and eventually joined a gang that was working contrary to the national interests of Canada. Secret Agency of Canada appointed an investigation officer to conduct an investigation into the alleged activities of James. The investigation officer, after a months-long investigation with proof from different sources, submitted his report to the Director of Citizenship and Immigration (The Director). Consequently, James was arrested and charged for being involved in the anti-state activities. The Director’s assistant called James in the office and gave him a letter. The letter informed James that upon report of the Investigation officer, James is considered to be involved in anti-state activities.
